There are some design elements that have no explanation outside of incompetence. Usually, you can spot the problem in a matter of seconds, but somehow those who built them didn't notice. Here, you'll see a door has been installed several feet above the ground. While getting into it is fine, if anyone accidentally walked out, they'd be in trouble.
